This document is a Comprehensive Conservation Plan (CCP) designed toguide the management of the Salinas River National Wildlife Refuge inMonterey County, California for the next 15 years. The U.S. Fish andWildlife Service's (Service) management planning process for NationalWildlife Refuges (NWRs) involves two phases: (1) the development of abroad Comprehensive Conservation Plan (CCP) that articulates a visionand specific goals for the refuge, and (2) the formulation of more detailed"step-down" management plans that enable the implementation of theCCP's vision.
